Can Ohio State football recruit become the number one overall player?

The Ohio State football team has one of the best recruiting classes in the country for the 2025 recruiting class. They have the second-best class in the country despite having just 12 recruits so far. The rating for the class is that high based on the strength of the recruits they do have.
No program in the country has more five-star recruits than the Buckeyes. They have three of them. One of the recruits they have is quarterback Tavien St. Clair out of Bellefontaine. He is an in-state quarterback who has risen fast in the ranks of recruiting.
St. Clair was a three-star recruit when the Ohio State football program offered him a scholarship. Since then, he has risen to be a five-star recruit. Not only that, but he is now the second-best recruit in the entire country, no matter what position it is.
There is only one player who is ranked ahead of St. Clair. That player is another quarterback in Bryce Underwood. Underwood is committed to LSU. He has been the number-one player in the country for quite a while. Is there any chance that St. Clair is able to overtake him for the top recruit in the country?
Unless St. Clair wins a state title and puts up video game-like numbers, I don't see it happening. His rise has already been extremely impressive. He doesn't need to get up to the top spot for the Buckeyes to be glad that they were able to nab him.
Ryan Day hasn't made recruiting the state of Ohio a priority. He has tried to get the best recruits he can from across the country. Still, it's nice to see that he was able to lock down the best recruit from the state of Ohio, The best players in Ohio should still go to Ohio State.
