Why NFL fans can't buy Ex-Ohio State football player Marvin Harrison Jr. jerseys

Former Ohio State football player Marvin Harrison Jr. was the fourth overall pick in the NFL Draft on Thursday night. He was the first Buckeye taken, as expected. He was also the first non-quarterback taken in the Draft. His fit with Arizona should make Cardinals fans pumped.
The problem for them is that they can't buy his jersey yet. Most of the time when guys are drafted in the first round, fans immediately flock online to buy his jersey. That hasn't happened with Harrison Jr. There's a very odd reason for that and it's one that I hope is remedied soon.
For some reason, Harrison Jr. hasn't signed his paperwork from the NFLPA to allow his imaging and licensing to be used by the NFL. It's a standard agreement that everyone signs when they get to the league. He hasn't signed his yet for reasons that remain unclear.
When you go to the NFL store to try and buy his jersey, this is what fans see:
It's very strange that he hasn't done this. I hope he's not getting bad advice from someone close to him. He's not going to be able to extract any more money for his name. It's also not like he needs a ton of money. His dad played for over a decade and had a Hall of Fame career with the Indianapolis Colts.
My guess is that this will get resolved fairly soon. This creates an unnecessary distraction for him heading into his rookie season. He has been training for his rookie season since the Ohio State football team ended their regular season. He wants to be great.
I'll be following his pro career for however long it lasts. I hope for his sake that the Cardinals improve the rest of their team so that he can make the playoffs and win some meaningful games at some point in his career.
