There is a new transfer portal window that college football teams will have to contend with. For one time only, there will be a transfer portal window open from July 7th until August 5th. It will only happen this summer, and it is limited to certain athletes.
According to Ross Dellenger of Yahoo Sports, only athletes who will be pushed out due to the new roster limits set by the House settlement will be eligible to enter the portal. Athletes do not get to choose if they can enter the portal. Only schools can, and they have promised to act in good faith.

NCAA Committee on Legislative Relief has issued a waiver to permit athletes who schools place on “Designated Student-Athlete” lists to enter the portal July 7-Aug. 5.
DSAs are grandfathered-in athletes exempt from roster limits.
For the Ohio State football program, this is a chance for them to add some depth at key spots very late in the transfer portal cycle. They have a chance to use this one-time portal opening to their advantage, assuming they add some players into the portal themselves.

Adding depth to the offensive and defensive line would be the top priority for the Buckeyes once this portal window opens. Players are only eligible to enter the portal if they would have lost their roster spots to the new roster limits, which could complicate Ohio State's efforts to add depth.
In order to add players in the trenches, the Ohio State Buckeyes will likely have to add players to the portal themselves. It's going to be interesting to see who they decide to add to the portal, and if the Buckeyes do act in good faith. That part is going to be hard to enforce for all schools.
Ryan Day will have to assess if players who entered the portal are worth pursuing and adding to the roster this year. It wouldn't hurt to add some offensive and defensive linemen.
