During the spring of 2018, the Ohio State football team had a very tough choice to make. After J.T. Barrett graduated, Urban Meyer had to choose the next starting quarterback for the Buckeyes. During that Spring, Meyer was choosing between Dwayne Haskins and Urban Meyer.
Burrow was not able to have a full spring after recovering from a broken hand. That set him back and gave the edge to Haskins. Following the Spring Game, Meyer decided to name Haskins as the starter. That allowed Burrow to utilize the Transfer Portal and head to LSU.
After an average junior season with the Tigers, Burrow had one of the greatest seasons in college football history. LSU would end up winning the national championship that season, and Burrow won the Heisman Trophy. Almost a decade later, Meyer seems like he might regret that decision.

While speaking on The Triple Option Podcast, Meyer broke down his decision to name Haskins the starter instead of Burrow in what was a very hotly contested battle.
"To say that I knew Joe Burrow was going to go down as one of the greatest to ever play the game in college, and have that one season at LSU, and go on to be, you know, one of the best players in the NFL, I didn't know that. I saw a tough guy. I saw a really smart guy. I saw a guy that was getting better, and better, and better."
Meyer went on to say that he and his staff charted every single live throw that both Haskins and Burrow had that spring to determine who the best choice was. Meyer also mentioned that he wanted to let Burrow know in the Spring so that he could transfer, something most coaches don't do anymore.
Haskins did set the single-season passing record at the time for both passing yards and touchdowns. Unfortunately, he did not win a national championship as Burrow did at LSU. It sounds like Meyer might have a little bit of regret for choosing Haskins over Burrow.
Meyer did the best with the information that he had available to him at the time.
