2. Kyle Carter, Penn State Nittany Lions, 6-3, 240 lbs.: The headliner of an extremely deep Penn State position, Carter might not even be the best receiving end on his team. Carter is an extremely effective blocker and is reliable as a pass catcher. Scouts hope he receives a heavy dose of targets, so they can get a better look at him in the passing game.
